You can make it with white glue. I would try mixing half with water, brush it on a sample, let it dry for about 30 minutes then go back and brush on your paint. If that is the right consistancy it should begin to crackle almost immediately. Your glue base should be tacky, not too wet or dry when you apply top coat of paint.
